Objective: This study constitutes applied research with a qualitative methodology, employing the Delphi technique to elucidate the factors.
Methods: The qualitative segment's statistical population comprised managers, experts, officials, and professionals from the General Department of Education in Razavi Khorasan and the seven districts of Mashhad. Following the development of the preliminary conceptual model based on the research's theoretical framework and qualitative analysis, 25 experts were engaged to review the model's dimensions and components.
Results: Subsequently, the validation of each item was assessed through three distinct Delphi stages. The final questionnaire was then refined based on feedback received, ensuring its validity in the research context. The research tool's validity was further evaluated through face validity, as per experts' evaluations. Additionally, factor analysis was conducted. By analyzing data from a pre-test involving 25 participants from the sample group, Cronbach's alpha coefficient exceeded 0.8, indicating the tool's high reliability.
Conclusions: The study identified four dimensions, namely empowerment, learning, managerial, and operational, along with 16 components contributing to enhancing organizational capabilities. Furthermore, organizational learning aspects encompass continuous learning, empowerment, commitment, and application of knowledge, incorporating a total of 12 components.
